Resolved Question: Is a reverse commute in Washington DC a possibility?

Do traffic patterns drive people into the District and do the people who live in the District pretty much stay there? Some cities have an equal amount of traffic going in and going out. Does DC have that same thing or are most pepole coming in to DC from Maryland, Virginia and Delaware.
